About EBTEP

Welcome to Employee Benefit Trust of Eastern Pennsylvania, or EBTEP as it is commonly known to most employees. EBTEP was created in 1983 to provide affordable, cost-saving and quality heath care benefits to public school system employees and their dependents.

EBTEP is open to the public school systems serving students in the eastern section of Pennsylvania. School districts joint the Trust bring their health plans to the Trust for administration. These plans usually include medical, surgical, hospitalization, major-medical, dental, prescription and vision benefit programs.

EBTEP is governed by a Board of Trustees, comprised of representatives from each school district. Each school district has four trustees who represent the labor force and central administration. The Trustees oversee the general operation of the Trust.

The Trustees appoint a chairperson and vice-chairperson to conduct meetings. Meetings are usually held four times a year. In addition, a Trust Secretary and Trust Manager are appointed to handle day-to-day activities. These individuals are employees of Colonial Intermediate Unit 20.

Members of the Trust include vocational-technical schools, school districts and intermediate units. They collaboratively provide funding to the Trust to ensure the delivery of benefits to employees and dependents in a cost-effective manner.
